Mary Beth L. McGowan

Government Policy Advisor


Mary Beth L. McGowan is a strong, savvy advocate for her clients. She works with local governments, nonprofit organizations, and corporations to understand their goals and help them navigate both Congress and federal agencies. Mary Beth also helps her clients identify funding opportunities and make key contacts throughout the federal government.

Mary Beth develops and implements advocacy strategies that support the advancement of policy proposals (for example, improving federal procurement of energy-efficient goods). She also works with clients to prevent the enactment of policies that would have a negative impact, such as protecting the public safety communications network of a local government from being auctioned.

Mary Beth has worked on issues related to transportation, cybersecurity, electric power and energy, environmental policy, telecommunications, the appropriations process, and federal budgetary matters.

Prior to joining Dykema, Mary Beth worked as a policy advisor to U.S. Senator Arlen Specter (R-PA). In that role, she participated in all aspects of the legislative process, including:

  • preparing briefings for committee hearings, upcoming votes, meetings and speeches
  • reviewing, analyzing, and summarizing pending legislation and budgets
  • meeting with business and special-interest representatives
  • overseeing correspondence and communications to the executive branch and drafting press releases
